Which C standard does Embarcadero C++ Compiler support?

First question, title.

Another question, from my understanding the command-lines tools that the free standalone compiler offers means I need to use an IDE with it, which I understand, but does that mean I get the full control of C, such as creating GUI application with WinAPI with writing code or even external tools such as GTK+?
